It depends on what your end-goal is. If it's the Platinum, then RE2 is definitely tougher because Hardcore S+ forbids the use of any bonus weapons apart from the knife. Also, 4th Survivor is a challenge (I never beat it). I feel like the puzzles in Resident Evil 2 Remake were much harder.
